Can a dentist send your x-rays to another dentist for a second opinion of braces?

I went to one dentist who told me I'd only have to wear braces for one year. Insurance information was taking too long (dentist fault for mailing papers, we're talking two months no progress). I went to another and he's saying two years minimum. So I'm wondering can i just get the dentist to send the x-rays and measurements to another dentist for a second opinion and skip having to get another x-ray and prolong me finally getting braces

Under the new HIPPA laws, you must write a signed request to have your records forwarded to another DDS., and if your x-rays are paid in full they must forward them. If an account is not paid then the office still owns the records.
Reply:You should be able to have a copy of all of that sent to your new dentist. Go to the old dentist office and request this information be sent.
Reply:you can ask for your xrays and bring them yourself.
Reply:you can sign to release records but it is up to the new dentist whether he will use them - there may be a fee to transfer them and you will be asking the new dentist to give up some profit so wish you luck
